根據(jù)國家有關(guān)法律、法規(guī)規(guī)定，依據(jù)溫自然資規(guī)條331081202117015號建設(shè)用地規(guī)劃條件，經(jīng)溫嶺市人民政府批準，溫嶺市自然資源和規(guī)劃局決定以拍賣方式出讓溫嶺市東部新區(qū)DB130105-3地塊工業(yè)用地(工業(yè)“標準地”)國有建設(shè)用地使用權(quán)，現(xiàn)將有關(guān)事項公告如下:

1、各項控制指標如下：固定資產(chǎn)投資強度≥270萬元/畝；畝均增加值≥81.1萬元/畝；畝均稅收≥19萬元/畝；全員勞動生產(chǎn)率≥18.6萬元/人.年；單位能耗增加值≥5.4萬元/噸標煤；單位排放增加值≥5578.3萬元/噸；R amp;D經(jīng)費支出與主營收入之比≥2.6%；
2、符合國家、省規(guī)定的產(chǎn)業(yè)政策，符合環(huán)保要求，投資強度、容積率下限須符合《浙江省工業(yè)等項目建設(shè)用地控制指標（2014）》；
3、其他有關(guān)建設(shè)要求詳見溫自然資規(guī)條331081202117015號文件、《溫嶺經(jīng)濟開發(fā)區(qū)東部新區(qū)工業(yè)項目“標準地”投資協(xié)議書》；
4、該宗地塊為工業(yè)“標準地”出讓，請競買人詳細閱讀出讓文本。 |
二、建設(shè)用地使用權(quán)競買對象
中華人民共和國境內(nèi)外的法人、自然人和其他組織均可報名參加競買（法律法規(guī)及有關(guān)規(guī)定另有規(guī)定的除外），申請人可以單獨申請，也可以聯(lián)合申請。
行業(yè)類別設(shè)置為：金屬加工機械制造業(yè)（該行業(yè)工序設(shè)置需符合相關(guān)防護距離要求）。
三、出讓方式
該地塊按現(xiàn)狀條件公開拍賣方式出讓，不設(shè)置保留價。出讓采用增價方式，按照價高者得原則確定競得人。受讓人須在土地出讓成交之日起30日內(nèi)支付全部出讓價款，并按規(guī)定繳納契稅和印花稅。市政基礎(chǔ)設(shè)施配套費按規(guī)定另行收取。
四、本次國有建設(shè)用地使用權(quán)拍賣出讓通過浙江省土地使用權(quán)網(wǎng)上交易系統(tǒng)（http://land.zjgtjy.cn/GTJY_ZJ/）進行。申請人須辦理或持有有效的數(shù)字證書（CA認證），填報相關(guān)信息，并按要求足額繳納競買保證金，方可參加網(wǎng)上拍賣出讓活動。

五、出讓時間安排
1、拍賣時間：拍賣時間為2021年9月3日9時。
2、報名時間：2021年8月23日9時至2021年9月2日16時。
nbsp; nbsp; nbsp; nbsp; nbsp; 3、競買保證金的繳納時間：繳納競買保證金的截止時間為2021年9月2日16時。
競買保證金到賬時間以銀行系統(tǒng)記錄到賬時間為準，其余時間以浙江省土地使用權(quán)網(wǎng)上交易系統(tǒng)服務(wù)器時間為準。
六、本次拍賣出讓的詳細資料請參閱拍賣出讓文件。有關(guān)拍賣出讓文件資料，競買人可以登錄浙江省土地使用權(quán)網(wǎng)上交易系統(tǒng)（http://land.zjgtjy.cn/GTJY_ZJ/），瀏覽或下載網(wǎng)上拍賣出讓文件，并按上述文件規(guī)定的操作程序參加網(wǎng)上競買。
