/China CNTC International Tendering Corporation(hereinafter called ”the Tendering Agent”), authorized and on behalf of Shanghai Institute of Optics and Fine Mechanics, Chinese Academy of Sciences.(hereinafter called ”the Tenderee“) , We have issued the bidding announcement on 2021-04-14.We We cordially welcome eligible bidders for the supply of following goods and service by way of International Competitive Bidding .

3. 投標(biāo)人資格要求/Qualification Requirements For Bidder
3.1 投標(biāo)人應(yīng)具備的資格/Qualification of the bidder：
1）除非另有規(guī)定，凡是來(lái)自中華人民共和國(guó)或是與中華人民共和國(guó)有正常貿(mào)易往來(lái)的國(guó)家或地區(qū)（以下簡(jiǎn)稱“合格來(lái)源國(guó)/地區(qū)”）的法人或其他組織均可投標(biāo)。/1）Unless otherwise specified, any legal person or other organization from the People's Republic of China or a country or region with which the People's Republic of China has normal trade relations (hereinafter referred to as "qualified source country / region") may submit a bid.
2）如果投標(biāo)人按照合同提供的貨物不是投標(biāo)人自己制造的，投標(biāo)人應(yīng)得到貨物制造商或貨物制造商的代理商同意其在本次投標(biāo)中提供該貨物的正式授權(quán)書。/2）If the goods provided by the bidder in accordance with the contract are not manufactured by the bidder itself, the bidder shall obtain the formal authorization from the goods manufacturer or the agent of the goods manufacturer to provide the goods in this bid.
3）投標(biāo)人須提供其開戶銀行在開標(biāo)日前三個(gè)月內(nèi)開具的資信證明原件或該原件的復(fù)印件（如資信證明中明確注明復(fù)印件無(wú)效的則必須提供該資信證明原件，招標(biāo)機(jī)構(gòu)保留審核原件的權(quán)利）。/3）The bidder must provide the original credit certificate or a copy of the original certificate issued by the bank that opened the account within three months before the bid opening date (if the credit certificate clearly states that the copy is invalid, the original credit certificate must be provided. Right to review originals).
4）單位負(fù)責(zé)人為同一人或存在控股、管理關(guān)系的不同單位，不得參加同一招標(biāo)項(xiàng)目包投標(biāo)，共同組成聯(lián)合體投標(biāo)的除外。/ 4）The person in charge of the unit is the same person or different units with a controlling or management relationship, and they are not allowed to participate in the same tendering project package bidding, except for those that jointly form a consortium.
5）投標(biāo)人應(yīng)當(dāng)與招標(biāo)文件載明的投標(biāo)截止時(shí)間前在機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺(tái)（網(wǎng)址：www.chinabidding.com）成功注冊(cè)。否則，投標(biāo)人將不能進(jìn)入招標(biāo)程序，因此產(chǎn)生的后果由其自行承擔(dān)。/ 5）The bidder shall successfully register with the electronic trading platform for bidding and tendering of mechanical and electrical products (website: www.chinabidding.com) with the bidding deadline stated in the bidding documents. Otherwise, the bidder will not be able to enter the bidding process, and the consequences will be borne by himself.
3.2 是否接受聯(lián)合體投標(biāo)：不接受。/ Joint Bids NOT Available.
3.3 未在中招國(guó)際招標(biāo)有限公司登記并領(lǐng)購(gòu)招標(biāo)文件的潛在投標(biāo)人不得參加投標(biāo)。/ Bid without the bidding documents:NOT Available
